When changing your lot job, you must be level 70 before you can put a comment up indicating a change to that job.
You must be level 70 to lot city pieces, 74 to lot in BCD and 75 to lot in Xarcabard.
If you are below level 70 and put a comment to change lot job, it will not count. But you may still freelot.
